New affordable housing project headed for Berkeley

A vacant lot in West Berkeley is slated to become an affordable housing complex aimed mostly at people with disabilities after a unanimous vote by the city zoning board last week.

Satellite Affordable Housing Associates (SAHA), a Berkeley-based non-profit housing developer, sought permission from the board July 10 to modify a use permit originally granted to a different property owner in 2007.

SAHA representative Jonathan Astmann told the Zoning Adjustments Board that the project at 2748 San Pablo Ave. (at Grayson Street) would provide 17 rentals for people with disabilities, including three for families with a member who has HIV/AIDS. The project had been approved previously as condominiums.

The four-story project would have 23 units, unchanged in number from the earlier permit, but requested a reduction in parking spaces — from 27 to 13 — to fit the needs of residents. Astmann said SAHA property residents tend to own fewer vehicles. … Continue reading »

Berkeley neighbors question parking, height of student-oriented housing planned on Telegraph

A proposed retail and housing project on Telegraph Avenue that’s already proven controversial with neighbors got its first review last week from Berkeley’s zoning board.

The man behind the proposal is Patrick Kennedy, head of Berkeley-based Panoramic Interests, who is working with Lowney Architecture on the plans. The project proposes the demolition of a single-story building between Dwight Way and Parker Street and the construction of a 70-foot-tall 6-story building to include 65 rental units aimed at students, and 6,000 square feet of ground-floor retail. Six of those units would be available to very-low-income households: those making no more than 50% of the area median income.

Thursday night’s preview session was the Zoning Adjustments Board‘s first chance to provide feedback on the project. No action was scheduled or taken.

Kennedy described his project to the board as “a bold and optimistic gesture” on Telegraph, which he said is long overdue for improvements that are likely to come as higher density housing is built on the avenue. … Continue reading »

‘Moorish palace’ plans for Telegraph show little progress

The frustration was palpable Thursday night as zoning board commissioners noted the lack of headway by the property owner of a highly anticipated mixed-use project proposed on Berkeley’s Telegraph Avenue.

The empty lot at 2501 Haste St., at Telegraph, has been vacant for more than 20 years, though owner Ken Sarachan has said he would like to build a 6-story Moorish palace-like structure there.

In 2012, Sarachan submitted preliminary plans to the community about his vision. But the process since then has been murky. Issues quickly cropped up related to the fate of an historic home on the project site, the potential need for an environmental review, and existing liens on the property which added up to $640,000. The latest hurdle is due to missing documents and details needed from the project architect, which must be turned in to the city before any approvals can take place. … Continue reading »

Mixed-use 6-story building approved on Addison Street

A new 69-unit building, with 7,240 square feet of commercial space on the ground floor, has been approved by the city’s zoning board for construction on Addison Street.

The six-story 60-foot-tall building is the latest development by property owner Avi Nevo, who has developed numerous projects in Berkeley over the last 17 years, including Telegraph Gardens across from Whole Foods.

ZAB tells Berkeley cannabis collective to shut down

After listening to residents complain how a medical cannabis facility on Sacramento Street had drawn unsavory loiterers, trash, and trouble – as well as testimony that it was a good neighbor – the Zoning Adjustments Board on Thursday voted 7-0, with one abstention, to declare it a public nuisance.

The vote that determined Perfect Plants Patients Group at 2840-B Sacramento Street had violated numerous zoning laws will send the issue to the City Council, which will make the final determination whether the business should shut down.

The decision disappointed Eric Thomas, who founded the medical cannabis collective. He said he has been trying to find a new location for the business, but has not found a landlord willing to rent to him. … Continue reading »
