Rasputin Music won a permit to serve ice cream, but not out of a take-out window on Channing Way, the Berkeley City Council ruled Tuesday night.
Shots fired in the early hours of Sunday morning on Telegraph Avenue near the intersection with Channing Way may have been related to a big party being held on “frat row” in the 2400 block of Warring Street, according to Lt. Andrew Rateaver of the Berkeley Police Department.
