Berkeley planning chief to leave for Contra Costa County

Update, Feb. 26, 10:11 a.m. The city manager’s office sent the following notice to city officials at 10:05 a.m.

“It is with sadness that I inform you that Eric Angstadt has submitted his resignation as Planning Director effective March 25, 2016 to become the Chief Assistant County Administrator for Contra Costa County. Eric came to Berkeley in April 2012 as the Planning Director. Among the achievements during his tenure, he managed the expansion of Permit Service Center responsibilities and staff to address increasing demands for land use and building permit approvals for 2,500 units of housing, implemented a balcony inspection program, and adopted revisions to improve zoning and land use appeals. We will miss Eric and I wish him the best in his future role.

“I have asked Carol Johnson, the Land Use Planning Manager, to serve as Acting Planning Department Director effective March 25, 2016. Carol has over 25 years of experience in both the public and private sectors. She has been the Land Use Planning Manager for the City of Berkeley since May 2014. Prior to that she has served as the Planning Manager for the cities of Concord, CA and Phoenix, AZ. Accomplishments in those positions resulted in the Concord Downtown Plan, the Concord Safe Routes to Transit Plan, launching the Phoenix General Plan Update, and creating the Downtown Phoenix Code. Carol has also worked as a planner in various capacities for cities in the states of Connecticut and Washington, and as a consultant in the private sector. Please join me with congratulating Carol on her new assignment.”

Added Williams-Ridley in a statement to Berkeleyside: “The City of Berkeley is losing an exceptional leader and an exemplary professional. We wish him the best as he moves on.”

Another Berkeley department head to retire

Another longtime city employee has announced plans to leave Berkeley, according to a memo to the Berkeley City Council from the city manager posted online Wednesday.

Andrew Clough, who has helped run the city’s Public Works Department for eight years — first as deputy director and then, since 2011, as director — is retiring and will be replaced by Deputy Public Works Director Phil Harrington, “effective immediately,” wrote City Manager Christine Daniel to the council in the July 22 memo.

Clough’s is the fifth departure this year of high-profile leaders in the city. … Continue reading »

Streamlined housing crisis center slated for Berkeley

A new one-stop homelessness services shop is in the works in Berkeley.

Announced Tuesday night, the city is changing the way it funds programs offered in town, to prioritize the people with the highest needs, in line with a federal mandate to streamline services into a coordinated system.

The city is looking to create a central office where anyone seeking services will begin the process. Currently, there are too many entry points, as well as duplicative services and a mis-match between those who receive the highest level of assistance and those who needs it most, staff said Tuesday at a work session with the Berkeley City Council.

The city spends about $3 million a year on a range of programs. That is not set to change. But how the money is divvied up, and exactly which types of services receive money, will be different. City’s best scenario: cuts of $12.5 million

Some of the scale of the budget difficulties face by the City of Berkeley was painted graphically at a special session of the City Council last night. The city faces a deficit of $3 million in its general fund and $9.5 million in its special funds that could require the elimination of 96 positions over the next two years.

“These are tough decisions and they don’t come easily,” said City Manager Phil Kamlarz, introducing the discussion. City Budget Manager Teresa Berkeley-Simmons described the pressure on the city from shrinking state and federal budgets as “staggering”.
