Community Emergency Response Team neighborhood groups usually train members to prepare for natural disasters like fires and earthquakes. Bill Swartz, CERT coordinator for South Berkeley’s Halcyon area, thinks they should also be preparing for an increasingly common type of emergency — an active-shooter event. But he wasn’t prepared for the resistance to his neighborhood group’s first active-shooter drill, conducted with the help of a member of the Berkeley Police Department.
